Detectives from the Prince William-Manassas-Manassas Park Narcotics Task Force, with the help from the Virginia Attorney General’s Office and the FBI, executed multiple search warrants at Sunnyview Neurology at 8609 Sudley Road in Manassas and at a home in Herndon.

The investigation was initiated by the regional task force in November of 2015.

Police say an investigation revealed that the physician at the practice, Ishtiaq Ahmad, gave prescriptions and pain medications without properly performing necessary medical exams.

Ahmed is charged with three counts of obtaining drugs by fraud, three counts of manufacturing or selling a controlled substance, three counts of false statement represented in medical assistance and three counts of obtaining money by false pretenses.

He is being held at the Prince William-Manassas Regional Adult Detention Center and is scheduled to appear in Prince William County General District Court August 18.

At the beginning of the investigation, detectives say they gave an informational presentation to Ahmad about the statutory requirements for prescribing controlled substances, as well as current methods used by pill seekers.

The information focused on tactics of deception, offenses of the Virginia Code and additional information about addiction to prescription pills and heroin.

Throughout 2016, the investigation continued and Ahmad did not alter his practices, continuing to provide pain medications without properly performing the necessary medical exams, police say.

BEFORE THE VIRGINIA DEPARTMENT OF HEALTH PROFESSIONS License Number: 0101-230245 Case Number: 182948 ORDER OF MANDATORY SUSPENSION In accordance with Virginia Code § 54.1-2409, I, David E. Brown, D.C., Director of the Virginia Department of Health Professions, received and acted upon evidence that Ishtiaq Ahmad, M.D., was convicted of a felony offense, to wit: Medicaid Fraud, in the Circuit Court of Prince William County, Virginia. A certified copy of the Conviction and Sentencing Order is attached hereto as Commonwealth’s Exhibit 1. WHEREUPON, by the authority vested in the Director of the Department of Health Professions pursuant to Virginia Code § 54.1-2409, it is hereby ORDERED that the right of of Ishtiaq Ahmad, M.D., to renew his license to practice medicine and surgery in the Commonwealth of Virginia is hereby SUSPENDED. Upon entry of this Order, the license of Ishtiaq Ahmad, M.D., will be recorded as suspended. Should Dr. Ahmad seek reinstatement of his license pursuant to Virginia Code § 54.1-2409, he shall be responsible for any fees that may be required for the reinstatement of the license prior to issuance of the license to resume practice. Pursuant to Virginia Code § 2.2-4023 and § 54.1-2400.2, the signed original of this Order shall remain in the custody of the Department of Health Professions as a public record and shall be made available for public inspection or copying on request.

ISHTIAQ AHMAD, Defendant CONVICTION AND SENTENCING ORDER This day came the defendant, who appeared in person with counsels, Lisa Caruso and John Brownlee. The Attorney for the- Commonwealth was present. The defendant stands charged with the following offenses: OFFENSE DESCRIPTION AND OFFENSE CODE INDICATOR (F/M) DATE SECTION CR18000945-00 PRESCRIPTION FRAUD .(F) CR18000954-00 FALSE PRETENSES (M) Motion To Withdraw Plea Of Guilty. In CR18000945-00, the defendant moved the court to withdraw the plea of guilty. After hearing evidence and argument of counsel, the Court grants the motion to withdraw the plea of guilty. Finding Of Guilty Vacated. In CR18000945-00, The Court further orders that the previous finding of guilty on November 28, 2018, is hereby vacated. Amended Indictment Presented'. In CR18000945-00, the Attorney for the Commonwealth moved to amend the indictment to Medicaid Fraud, a Felony, in violation of Virginia Code Section 32.1-314, and presented an amended indictment to the Court. There being no objection, the Court granted the said motion. Plea Of Guilty. Commonwealth's Evidence. The Court accepted the previous proffer made to the Court on November 15, 2018. Defendant's Evidence. The defendant rested without presenting any evidence. Quilty. In CR18000945-00, the Court, having heard the evidence and argument of counsel, finds the defendant guilty of Medicaid Fraud, as amended. Sentence Without Presentence Report. The Court, on motion of the defendant, will proceed to sentence the defendant without obtaining a presentence report. Before pronouncing the sentence, the Court inquired if the defendant desired to make a statement and if the defendant desired to advance any reason why judgment should not be pronounced. Sentencing. The Court sentences the defendant to; Incarceration with the Virginia Department of Corrections for the term of: CR18000945-00 - five (5) years Incarceration with the Prince William-Manassas Regional Adult Detention Center for the term of: CR18-000954-00 - twelve (12) months for a total sentence of five (5) years and twelve (12) months. These sentences shall run consecutively to each other and consecutively to all other sentences. Suspension Of All Or Part Of Sentence(s). The Court suspends the■following sentence(s): CR18000945-00 - Five (5) years CR18000954-00 - all but time served for a total suspension of five (5) years and twelve (12) months less time served, upon the following conditions. Good Behavior. The defendant shall keep the peace and be of good behavior for a period of twenty (20) years. Other Speaial Condition(s) Of Probation Or Suspended Sentence. The defendant shall not prescribe any Schedule I or Schedule II Controlled Substance within twenty (20) years. The Defendant shall not seek employment within the Medicaid Field. Inactive Probation. The Court further order's that the defendant be placed on inactive probation for a period of five (5) years. Restitution. The defendant is ordered to make restitution as set forth in the ORDER FOR RESTITUTION. Court Costs. The defendant shall pay court costs. Judgment For Court Costs. The Court orders the Clerk of this Court to docket a judgment against the defendant for the court costs. DNA Analysis. AB a condition of the suspended sentence, the Court Orders the defendant to forthwith report to the Prince William- Manassas Regional Adult Detention Center for the purpose of taking a blood sample for DNA analysis pursuant to Section 19.2-310.2 of the 1950 Code of Virginia, as amended, et seq. Cash Appearance Bond. In the event a cash appearance bond has been posted in this matter, the Court orders that the cash appearance bond posted be returned or, with the consent of the payer, be applied to any fine and/or costs.
